JERUSALEM — Efforts to end the three-week-old Gaza war made progress on Friday with Washington pledging to help stop arms smuggling to Hamas and Israeli officials returning from a second trip to Cairo after cease-fire talks. An Israeli government spokesman said, "I think we are heading to the endgame."
